Residential Tax Credit...  There are two tax credits available for hybrid electric vehicles which can normally be taken together for a combined total of $1,500. One $750 credit is available for the vehicle. A second $750 credit is available for the on-board charging system.  --  Residential Tax Credit Form
Business Tax Credit...  Oregon business owners investing in new hybrid vehicles for business use can complete a one-step application form to apply for a Hybrid Vehicle Business Energy Tax Credit. The credit is 35% of the incremental cost & is taken over 5 years.  --  Business Tax Credit Form
 
Retail Sales Tax & State Use Tax Exemption:  SB 5916 (5/6/05): The sale or use of new vehicles, which utilize hybrid technology & have a U.S. EPA rating of at least 40mpg (hwy) are exempt from the sales & use tax  --  Effective 1/1/2009 to 1/1/2011  --  RCW 82.08.809  &  RCW 82.08.813.
Sales & use taxes vary from 7.0%-8.9% & are levied by the state, counties & cities. An additional 0.3% applies (Reference RCW 82.08.020 (3)) to the sale or lease of motor vehicles.
Sales tax is imposed on retail sales of most tangible personal property & some services. Use tax is imposed in cases where sales tax doesn't apply.

  Drive Green is a joint effort between City Center Parking and the Oregon Environmental Council. Monthly customers in this program receive a discount of $15 off the normal rate at participating locations. To qualify, you must drive a hybrid vehicle having a city and/or highway fuel efficiency of 35 mpg or more The vehicle's registration must be in your name & you must provide a copy of the registration. Emissions Inspection Exemption: Effective June 13, 2002, hybrid motor vehicles that obtain a rating by the U.S. Environmental Protection Agency of at least fifty miles per gallon of gas during city driving are also exempt from emissions control inspections.
For purposes of this section, a hybrid motor vehicle is one that uses propulsion units powered by both electricity and gas. (Reference RCW 46.16.015 (2) (k))
 
Bank of America - Offers $3,000 toward the purchase of a hybrid vehicle to all employees who work at least 20 hours per week. The program is available to more than 185,000 U.S.-based associates. Associates are eligible for this reimbursement only once, and the reimbursement is subject to all applicable federal, state and local withholdings. ABR, Inc., an environmental research firm in Anchorage, Alaska, since 2003, has offered $1,500 to employees who purchase hybrid vehicles that are rated at more than 45 mpg. Approximately 10% of their employees have taken advantage of this offer.

The American Jewish Committee is offering its employees at its headquarters in New York & its 32 offices across the U.S. an incentive to purchase or lease fuel-efficient, environmentally-friendly vehicles.  AJC’s "Fuel-Efficient Vehicle Bonus Program" is believed to be the first offer of its kind to employees of any non-profit organization in the U.S.

PENDING - PENDING - PENDING  Hybrid and Alternative Fuel Vehicle HOV Exemption (bill): Authorizing the use of high-occupancy vehicle lanes by alternative fuel (hybrid) vehicles. HB 2931 (Introduced 01/17/06) would enable single-occupant alternative fuel vehicles, including hybrid electric vehicles, that have an EPA highway rating of at least 40 miles per gallon to use HOV lanes  --  RCW 46.61.165  &  RCW 47.52.025. Did not pass before the end of the legislative session.
